Position Summary
The Information Technology Specialist provides program, operational, and administrative support for the Office of Export and Secure Research Compliance (OESRC). This position will support the day-to-day information technology needs of designated projects and groups in order to ensure compliance with safeguarding policies, procedures and regulations for controlled unclassified information, the National Industrial Security Program Operating Manual (NISPOM), and the Director of National Intelligence (DNI) Intelligence Community Directives (ICDs) as appropriate.

This position will provide direct assistance to users with all aspects of information systems and/or network operations including setup, continuous monitoring, enhanced security safeguarding, instructional training, disaster recovery, cyber incident investigation/reporting and disposition of materials/data at the completion of a project. Duties include support of multiple sites on and off campus and to provide comprehensive support, training, system maintenance, inventory control and analysis of existing and future security technology needs. The IT Specialist will create and maintain university policies and procedures to ensure all supported users remain in compliance with safeguarding policies, procedures and regulations.

This position will assist and support other University departments and personnel, including the Office for Research IT Team, the Information System Security Manager, the VT IT Security Laboratory and project/ group Designated Information Technology Administrators (DITA) to develop comprehensive policy guidelines and procedures for the setup and operation of controlled information systems based on, but not limited to, National Institute of Standards and Technology (NIST) Special Publication 800 series, Federal Information Processing Standard (FIPS) 199 and 200, applicable Department of Defense publications, NISPOM, ICDs, and industry best practices. Must remain knowledgeable in secure server techniques and encryption technologies in order to establish and train DITAs during project set-up procedures. Additionally, this position will coordinate with the Information Systems Security Manager for any assistance needed to comply with NISPOM, and ICD requirements?particularly NISPOM Chapter 8 Information System Security and ICD 503 Intelligence Community Information Technology Systems Security Risk Management, Certification, and Accreditation for classified systems and networks as appropriate.

Required Qualifications

  • Bachelor's Degree in Computer Science or related field(s) and/or equivalent level of training and experience. A lesser degree with significant equivalent experience may be considered in lieu of a bachelor's degree.
  • Demonstrated experience with advanced computer security concepts and procedures.
  • Demonstrated ability to work in a team environment instructing users in the operation of hardware and software packages.
Preferred Qualifications
  • Demonstrated working experience with network and computer monitoring, data forensics, and data recovery.
  • Demonstrated working experience with system deployment tools, windows Domain management, hardware maintenance, as well as familiarity with multiple operating systems such as Windows, OS X and Linux.
  • Demonstrated working experience with providing computer services support at an accredited institution of higher learning.
  • Demonstrated working experience developing policies and procedures such as detailed documentation and training resources for end users.
  • Demonstrated excellent organizational and customer service communication skills.
  • Demonstrated working knowledge of National Institute of Standards and Technology (NIST) Special Publication 800 series, Federal Information Processing Standard (FIPS) 199 and 200, applicable Department of Defense publications, National Industrial Security Program Operating Manual (NISPOM), and Intelligence Community Directives (ICDs).
