Wells Fargo has passed the billion dollar mark nationwide for SBA lending. Doug Hargraves,?Wells Fargo Regional Manager for Riverside and San Bernardino County says they do see a lot of SBA lending, through two programs, the 7a and 504. 7a is a flagship program and up to 80% of their lending volume comes from that program. ?Wells Fargo is number one nationally for that program.?

According to Hargraves, banks are looking for business owners who show high character, have a good reputation, are known in their industry and are able to weather good times and bad. ?It continues to be a challenge to lend to people with difficult credit,? he said. ?If people have experienced difficulties, it is even more important than usual to have a relationship with the bank so they understand what has transpired.?

Traditionally banks don?t lend to those with a bankruptcy on their record, but will look on a medical bankruptcy more favorably. Hargraves explained, ?A medical bankruptcy doesn?t generally indicate a person?s character. Bankers are really trying to evaluate not just the ability, but the willingness of a person to be responsible for the loan. You don?t want to lend to someone with a poor ability to pay their debts.?

  1. Credit: You need to be credit worthy, with good business and personal credit. It?s a person?s character we are looking at, and that?s how we judge. If you haven?t already pulled credit reports, do it. Be prepared to explain derogatory credit points.
  2. Cash flow: Banks want to see how profitable the business was in its most recent fiscal year, and two of last three years.
  3. Collateral: Banks like collateral. With something tangible to liquidate, the bank has something to fall back on in an effort to repay all or a portion of the amount lent. Real estate and equipment are easy to lend against. Companies without hard assets are more difficult to lend to. For instance a software company?s inventory is code, so it is not something that can be liquidated easily.

  • The three key professionals you need for your business are a CPA, an attorney, and a banker.
  • Don?t be afraid to approach your local bank. The mistake a lot of business owners make is to wait until they are about to start their business, to establish their relationship with a bank. It is much easier if you have an established relationship with the bank.
  • Before you walk in for credit, reach out to a business banker in your community. In terms of selecting a bank, whether it is a small local or regional player or a large bank that has a strong presence in the community, and has a small business focus. You want to make sure the people you are meeting with from the bank are empowered and can make decisions in your local community. Some big banks will send out a package to Texas, for instance, to be decisioned.

Indian Military Academy turns 80

Dehradun : The Indian Military Academy (IMA), the country?s premier training institute which imparts training to officers of the Indian Army will turn 80 tomorrow. It was on Oct 1, 1932 that the first batch of trainees came to the Institute.

Of the first batch of 40, there were 15 direct entries, 15 from Kitchener College and 10 seats were kept reserved for the families of the erstwhile royal states then in the country.

It has been a long and chequered history of the Institute which came into a building where the Railway Staff College was housed.

Incidentally in the days of the raj, it was felt during World War One (1914-19) that Indians did not have the right of becoming officers in the Army and they were just kept amongst the ranks.

The matter was first taken up the well known freedom fighter Gopal Krishna Gokhale, who said it was a discrimination against the Indians in general and the Indian youth in particular and it only in 1917 Chelmsford Reform Plans that it was decided that Indians will be given a role in the administration of the Indian Army.

It was in 119 that 30 Indian army personnel were given temporary commissions and made officers, which included the well-known name of Gen K M Cariappa, who later rose on to become the first Field Marshal of the Indian Army.

As pressure kept mounting for representation of Indian in the Army, the British opened the Prince of Wales Royal Military College in Dehra Dun.

After opening of the College, which today is known as the Rashtriya Indiian Military College (RIMC), it was decided that 10 cadets from here would be sent for training to the Royal Military College at Sandhurst for training.

But this did not go well with then intelligentsia and political leaders of that time. It was in 1925 that the Skeen Committee decided to open a training college in India itself for the training of Indian officers. Incidentally, both Pt Jawahar Lal Nehru and Jinnah were members of the Committee.

It was in 1931 that a committee of 18 specialists under Field Marshal Philip Chetwode that decided on setting up a Military Academy at Dehra Dun.

The Academy was established in January 1932 at the premises of what was then the Railway Staff College and the first batch of cadets came for training in October that very year, which started the new chapter of Indian officers in the Army in a big way.

Field marshal SHFJ Maneckshaw, popularly known as Sam Bahadur was in this batch.

After independence in 1947, Brig Thakur Mahadev Singh was the first Indian commandant of the Academy. In 1950, its name was changed to National Defence Academy.

In Dec 1954 a new Joint Services Training Academy was opened at Khadakvasla (Pune), which later became the National Defence Academy.

In 1960 the name was changed to Indian Military Academy. In 1980, the commandants rank was raised to Lt General.

Since the Victorian era, categorizing the natural world has challenged scientists. No group has presented a challenge as tricky as the protists, the tiny, complex life forms that are neither plants nor animals. A new reclassification of eukaryotic life forms, published in the Journal of Eukaryotic Microbiology, draws together the latest research to clarify the current state of protist diversity and categorization, as well as the many species that remain to be discovered.

"Protists include species traditionally referred to as protozoa and algae, some fungal-like organisms, and many other life forms that do not fit into the old worldview that divided species between plants and animals," said Professor Sina Adl, from the University of Saskatchewan. "By the 1960's it had become clear that these species could no longer fit within such a narrow system, yet the first community-wide attempt to rationally categorize all the protists in the natural evolutionary groups was only made in 2005."

The 2005 classification, led by Professor Adl and published by the Journal of Eukaryotic Microbiology, gave scientists a structure for understanding these species; however, it was limited to the technology available at the time and recent advances have prompted the need for a reclassification.

"With environmental genomics we are experiencing a renaissance of new protist discoveries," said Adl. "These new species allow us to better appreciate how little we know about the biodiversity around us and how they contribute to maintaining the planet's chemical balance."

The most significant changes are the introduction and recognition of new super groups, larger than traditional biological kingdoms. This reflects a greater understanding of the most ancient relationships between protists, their shared ancestry and their connections to animals and plants.

This includes recognition of the Amorphea, a group that links animals, fungi and their protist relatives, including the marine choanoflagellates, to a diverse group of protists largely dominated by various amoeboid cells. This includes macroscopic slime molds, shell-dwelling amoebae, small flagellated amoebae and large voracious amoeboid predators of bacteria, algae and even small crustaceans.

A second new super group, SAR, brings together many of the most common and successful algae, microbial predators, and parasites on earth. Members of this group range from giant kelp and other brown seaweeds, to the forams (living sand grains), and the parasite that causes malaria in humans. Large scale DNA and RNA sequencing studies conducted since 2005 have shown that these profoundly dissimilar forms are all actually related to each other.

"This new classification, that better reflects how species are related, improves our ability to predict the number of species that remain to be discovered," concluded Professor Adl. "There is a huge unknown diversity in the deep sea, but probably even more in the soil we walk on."

We are all creatures of habit, aren?t we? I don?t know about you, but the ?mistake cycle of life,? as I call it and fall prey to time and time again, goes a bit like this: I make a mistake, I feel terrible, I vow to never do it again, time passes and the negative memory of the event fades, and I make the same mistake again.

I may proclaim to friends and family, like many other people will do, that ?I won?t make the same mistake twice!? ? but I do. Take the example of a speeding ticket. There is nothing worse than the blue lights in the rear view mirror, in addition to the heavy fine, hassle and fear of increased insurance rates. For months after the experience, I will drive slower than my grandmother used to, with frustrated and impatient drivers riding my bumper. But then something happens ? the speedometer begins creeping up again once more and I?ve erased the negative memory from my mind ? destined to get another speeding ticket in the near future.

Romantic relationships are also frequently the victims of the ?mistake cycle of life.? After breaking up, I vow to never consider dating anyone ?like him? again. As I sulk, completely alone, I think about all of the qualities I didn?t like which caused me pain, and commit to staying far away from any partner who seems even remotely ?like he was.? But then I become blinded by the euphoria that the honeymoon phase of a new relationship brings, and I?m right back where I started from, destined for another heartbreak.

Whether a speeding ticket or romantic relationship, my failure comes from never learning a lesson. Given how often I see other acquaintances doing the same, I assume I am not alone. Life gives us lessons everyday and we can ignore them or grow and become better, happier individuals. For me, the time has come to start paying attention and find value in the pain. Life is a school and I no longer want to flunk out, so to speak.

Love and relationships, healthy ones that is, can lead to such a rich and fulfilling life. I want a lifetime of loving and laughter, not anger and tears. Assuming you feel the same, it is time that we start learning from past relationship mistakes. With pen and notebook in hand, the time is now to begin reflecting on what went wrong each time the partnership eroded. One column is for your past partners, things out of your control. The other column, however, is for you. Yes we all contribute to the health and/or destruction of relationships.

When the list is complete, this is where learning your lesson begins. Where your partners are concerned, look for themes that keep coming up. Do you tend to go for ?bad boys? or ?father figures?? Were their friends always first or did your partner suffocate you by being attached to your hip? Once you begin to see a pattern, you can create a healthy list of qualities that are essential in any future mate ? and stick to it!

Finally, there is the issue of you. Sometimes we make the same mistakes in love because of our own weaknesses. Maybe you fear being alone, you date anyone who comes along, feeling lucky simply to be asked out. Perhaps you have difficulty with trusting others and over time that pushes your lover away. Whatever the case may be, the lesson to be learned isn?t always about the faults of others. Sometimes when we make the same mistakes again and again, the lesson to be learned is that it is us who needs to change.

Increased hospital infections linked to nurse burnout

ScienceDaily (Sep. 27, 2012) ? According to the Centers for Disease Control and Prevention, each year nearly 100,000 hospitalized patients die from infections acquired while undergoing treatment for other conditions. While many factors may contribute to the phenomenon, nurse staffing (i.e., the number of patients assigned to a nurse) has been implicated as a major cause.

A recent study by Dr. Jeannie P. Cimiotti of Rutgers College of Nursing and co-researchers concludes that the degree of "burnout" experienced by nurses could relate directly to the frequency with which patients acquire infections during hospital stays. Focusing exclusively on urinary tract and surgical site infections, the researchers found that while a significant correlation existed between the occurrence of such infections and the number of patients assigned to nurses, nurse staffing became less of a factor after accounting for nurse burnout.

From a sample of 161 acute care hospitals in Pennsylvania and an average of 45 nurses working at each sampled hospital, Cimiotti and her team measured nurse burnout using the Maslach Burnout Inventory-Human Services Survey. According to Maslach's theory, a critical component of burnout in nurses and other health care professionals is "emotional exhaustion." Emotional exhaustion is associated with emotional and cognitive detachment from work as a mechanism for coping with the demands and responsibilities of the job.

"We hypothesize that the cognitive detachment associated with high levels of burnout may result in inadequate hand hygiene practices and lapses in other infection control procedures among registered nurses," the researchers suggest. The researchers found that every 10 percent increase in burned-out nurses in an acute care hospital increases the rate of urinary tract infections by nearly one per 1,000 patients and increases the rate of surgical site infections by more than two per 1,000 patients.

"These findings are both statistically and clinically significant," the researchers posit. "If the proportion of nurses with high burnout could be reduced to 10 percent from the average 30 percent, some 4,160 infections would be prevented ?, leading to an estimated savings of $41 million." Not to mention the saving of many lives.

To reduce nurse burnout, the researchers recommend the implementation of organizational changes that effectively build job engagement. Examples include educational interventions, performance feedback, and social support.

This study is quite significant since in represents the first time nurse burnout has been associated with secondary infections.

In addition to Cimiotti, the research team included Drs. Linda H. Aiken, Douglas M. Sloane, and Evan S. Wu, each from the Center for Health Outcomes and Policy Research at the University of Pennsylvania School of Nursing. The research was supported by funding from the National Institute of Nursing Research--National Institutes of Health.

Mayor Launches ?Reboot? of Lincoln Park Planning Process

City to Designate Design Consultant to Work with Park Users and Neighbors on New Set of Proposals to Upgrade Park Facilities

Mayor Joseph A. Curtatone announced today that he has directed the Office of Strategic Planning and Community Development (OSPCD) to appoint a design consultant to manage a new and more comprehensive planning process for proposed upgrades to recreational facilities at Lincoln Park.

?We?ve had repeated requests from community members for expanded input on the selection of design alternatives for this valuable citywide recreational facility,? said Mayor Curtatone.? ?A lot of work has gone into analyzing the best ways to upgrade the park so that it can support a wide variety of uses, and three public meetings were held based on a set of preliminary design proposals. But it?s clear that some residents have not been aware of past opportunities to participate in public discussions, or would like more opportunity to comment on each step of the process.? I think it?s also clear that there are strong differences of opinion about how best to proceed in fulfilling Lincoln Park?s potential as a community resource.? Rebooting the process and adding additional outside expertise should address these concerns.?

?Somerville residents in every neighborhood of the city understand that we need to provide improved year-round access to athletic fields and recreational facilities wherever we can,? said Curtatone. ?More and more sports organizations are seeking more and more practice and playing time.? Restarting the Lincoln Park process, and creating an approach that involves all stakeholders at every step will actually save time in the long run and keep us moving toward a facilities upgrade plan that represents the fullest possible range of public input and review.?

The City had originally sought public comment on a plan to renovate Lincoln Park based on community requests for, among other improvements, a synthetic turf sports field, a grass field for passive recreation, renovation of the existing basketball courts and the creation of a seasonal ice rink. The plan also necessitated the construction of a new structure to house ice rink infrastructure as well as bathrooms, concessions and a skate rental area.

?The original design consultant did an outstanding job with the specific parameters we initially established, but we never asked for a truly comprehensive approach to reimagining Lincoln Park from the ground up.? That will be the new mission ? and since we plan to restart the process, we?re suspending public meetings until we can start fresh.? Curtatone said.? ?We expect the selection process to take several weeks.?

NEW YORK (AP) ? It was a daylong slide on Wall Street.

Stocks hit their highs for the day in the first 90 minutes of trading, then drifted lower. The Dow Jones industrial average is ending the day down 101 points at 13,457.

The Standard & Poor's 500 index fell 15 points to 1,442, the worst percentage decline for the S&P since June 25. And the Nasdaq composite index fell 43 points to 3,117.

Among the worries for investors was the financial crisis in Spain. Protesters there are clashing with police near Parliament, and the nation's borrowing costs increased in an auction of its debt.

Declining stocks beat advancers by about 3-to-1. Volume was heavier than average, 3.6 billion shares.

Salt marsh carbon may play role in slowing climate warming

ScienceDaily (Sep. 26, 2012) ? A warming climate and rising seas will enable salt marshes to more rapidly capture and remove carbon dioxide from the atmosphere, possibly playing a role in slowing the rate of climate change, according to a new study led by a University of Virginia environmental scientist and published in the Sept. 27 issue of the journal Nature.

Carbon dioxide is the predominant so-called "greenhouse gas" that acts as sort of an atmospheric blanket, trapping Earth's heat. Over time, an abundance of carbon dioxide can change the global climate, according to generally accepted scientific theory. A warmer climate melts polar ice, causing sea levels to rise.

A large portion of the carbon dioxide in the atmosphere is produced by human activities, primarily the burning of fossil fuels to energize a rapidly growing world human population. "We predict that marshes will absorb some of that carbon dioxide, and if other coastal ecosystems -- such as seagrasses and mangroves -- respond similarly, there might be a little less warming," said the study's lead author, Matt Kirwan, a research assistant professor of environmental sciences in the College of Arts & Sciences.

Salt marshes, made up primarily of grasses, are important coastal ecosystems, helping to protect shorelines from storms and providing habitat for a diverse range of wildlife, from birds to mammals, shell- and fin-fishes and mollusks. They also build up coastal elevations by trapping sediment during floods, and produce new soil from roots and decaying organic matter.

"One of the cool things about salt marshes is that they are perhaps the best example of an ecosystem that actually depends on carbon accumulation to survive climate change: The accumulation of roots in the soil builds their elevation, keeping the plants above the water," Kirwan said.

Salt marshes store enormous quantities of carbon, essential to plant productivity, by, in essence, breathing in the atmospheric carbon and then using it to grow, flourish and increase the height of the soil. Even as the grasses die, the carbon remains trapped in the sediment. The researchers' model predicts that under faster sea-level rise rates, salt marshes could bury up to four times as much carbon as they do now.

"Our work indicates that the value of these ecosystems in capturing atmospheric carbon might become much more important in the future, as the climate warms," Kirwan said. But the study also shows that marshes can survive only moderate rates of sea level rise. If seas rise too quickly, the marshes could not increase their elevations at a rate rapid enough to stay above the rising water. And if marshes were to be overcome by fast-rising seas, they no longer could provide the carbon storage capacity that otherwise would help slow climate warming and the resulting rising water.

"At fast levels of sea level rise, no realistic amount of carbon accumulation will help them survive," Kirwan noted.

Kirwan and his co-author, Simon Mudd, a geosciences researcher at the University of Edinburgh in Scotland, used computer models to predict salt marsh growth rates under different climate change and sea-level scenarios.

The United States Geological Survey's Global Change Research Program supported the research.

Genea-Musings: The Problem with FamilySearch Family Tree

The Problem with FamilySearch Family Tree

I posted back in July about trying to get the Benjamin Seaver (1791-1825) family correct in FamilySearch Family Tree (see?Sorting Out Benjamin Seaver (1791-1825) on?FamilySearch?Family?Tree?and?Getting Benjamin Seaver (1791-1825) Right on?FamilySearch?Family?Tree).

It was very difficult to figure out how to, and then execute the process, to get the right parents, the right spouse, and the right children for Benjamin Seaver. ?There were multiple sets of parents, spouses and children for this one person who, from my research, had one set of parents, one spouse, and one set of four children.

I've been going through some of my families on FamilySearch Family Tree, trying to clean them up as best I can, but it seems to take a long time. ?The hope is that FamilySearch will come up with an easier way to do this - and I beta tested one month ago the "Combine Persons" feature that has not yet been released. ?That worked, and so I decided to wait to do any more cleanup until that feature was released.

I thought that it might be educational to others thinking about using the FamilySearch Family Tree to see what the basic problem is. ?My definition of the problem is that: "There is all of this data for a single person in the Family Tree from undocumented sources - both from Ancestral File trees submitted by LDS members, and extracted data submitted to the International Genealogical Index."

Here is one example - my 7th great-grandfather, Joseph Seaver (1672-1754) of Massachusetts (4 contiguous screens).





As you can see, there are 7 alternate names, ten children, two extra marriages, and four parental families for Joseph Seaver. ?He actually had 6 children, one spouse, and one set of parents. Oh, the name of his father is wrong too! ?This is typical for persons with multiple submissions in Ancestral File and the IGI. ?However, some of the alternate names were used in the records.

I have done some cleanup on the items above, as you can see in the "Latest Changes" box in the first screen above. ?I may do some more and try to measure how long it takes to do this task so that I can compare it later when the FSFT "Combine Persons" feature works well.

I thought that I would try to add some source citations before I deleted the alternate names, the extra marriages and the extra parents. ?However, I decided not to do that until a Source citation synchronization is available though RootsMagic 5 (I'm assuming (hoping!) that Bruce is working on this...) because of the time it takes to do even a copy and paste process in the FSFT Source citations. ?I could use the My SourceBox feature on FamilySearch to add sources, but I haven't done that yet for Joseph Seaver.

What isn't shown in the list above are all of the bits of data for each Fact. ?Here is the screen for the Marriage data for Joseph Seaver and Mary Read (2 screens):



There are 15 marriage entries on the list. ?The correct date, according to the Sudbury, Massachusetts vital record book (page 265), for the marriage of Joseph Severs and Mary Reed is 13 October 170[torn]: ?


It is certainly either 13 October 1700 or 1701, since their first child was born on 29 October 1702. I think that it's probably 13 October 1700. ?Unfortunately, the Sudbury births, marriages and deaths are not yet available in the Massachusetts Town Records on Ancestry.com; they might enable researchers to narrow down the year, even though the page is likely torn.

In the list of marriage dates in FamilySearch Family Tree, some of the entries give the year as "0170" due to the lack of a fourth number for the year. ?When I clean up this person's information, I will have to delete all of the wrong ones above and make sure that I source the correct date. ?I'm wondering how I should add the date - should I say 13 October 1700 or 1701? ?

German business mood worsens despite ECB bond plan

BERLIN (Reuters) - German business sentiment dropped for a fifth straight month in September to its lowest since early 2010, raising fears of recession and underlining that a bold bond-buying plan laid out by the European Central Bank is no economic elixir.

Germany's relative resilience to the euro zone crisis has been steadily fraying as its firms see falling demand for their products from key European partners and signs of a slowdown in other markets.

Earlier this month ECB chief Mario Draghi announced a new and potentially unlimited bond-buying program to lower the borrowing costs of embattled euro zone countries such as Spain but market optimism has not spread to company boardrooms.

The Munich-based Ifo institute said its business climate index, based on a monthly survey of some 7,000 firms, fell to 101.4 in September from 102.3 in August, defying expectations for a slight rise.

A Reuters poll of 45 economists had forecast the index at 102.5.

"Today's Ifo index shows that German companies remain skeptical about the economic impact of Mario Draghi's magic," economist Carsten Brzeski of ING Bank said.

"Despite fears of a looming Eurozone break-up clearly fading away, German businesses are downscaling their expectations. The German economy could see a contraction in the third quarter."

In a report published after the Ifo numbers on Monday, the Bundesbank did not go that far, saying that the economy should continue its overall upward trend at the start of the third quarter. But it also underlined the "great uncertainty" over future prospects.

"The domestic economic situation is so far robust, but signs of weaker dynamics are noticeable," the German central bank said.

Dutch business confidence also fell in September to -6.7 points from -4.6 in August, adding to signs that the euro zone's stronger "core" economies are succumbing to the downturn.

While they have not been punished by debt markets like much of the euro's southern half, both Germany and the Netherlands have slashed public spending to secure the future of public finances.

"The drop in Ifo business confidence is a potent reminder that the outlook for the German and Eurozone economies still hangs in the balance," said Holger Schmieding, German economist at investment bank Berenberg.

"Further policy steps to contain the Euro crisis may be needed for the Eurozone to turn the corner."

TOUGH CUTS

Dragging on the Ifo index was a sharp decline in sentiment among manufacturers, although companies in retailing and wholesaling reported a slightly brighter mood. Last week's ZEW survey also showed German analyst and investor morale picked up in September.

Tough austerity measures in many European states have weakened their appetite for German products and a weaker global economic environment is hammering demand from emerging markets.

Industrial group Bosch and steelmaker ThyssenKrupp, have announced plans to introduce "Kurzarbeit" or government-subsidized short-time work at German plants.

"The outlook has worsened and is the worse since May 2009," Ifo economist Klaus Wohlrabe told Reuters.

The index would have fallen further had it not been for a ruling by Germany's constitutional court on Sept 12 in favor of the ratification of Europe's permanent bailout fund. Half of the responses in the survey came before the ruling.

While the German economy steamed ahead in the first three months of the year, saving the euro zone from recession by growing 0.5 percent, it lost momentum in the second quarter, with growth slowing to 0.3 percent.

The Finance Ministry warned in its monthly report last Friday that data pointed to weaker growth in the remainder of the year. Many economists are now predicting a contraction for the third and possibly the fourth quarters.

Last week composite Purchasing Managers Index (PMI) showed Germany's private sector shrank for a fifth month, and a separate index for the euro zone showed that the ECB's aggressive new bond-buying plan has so far failed to inspire any major improvement in business at ailing euro zone companies.

However, economist Gerd Hassel said he believed news of the ECB's bond-buying plan had yet to fully sink in.

"I'm optimistic that the Ifo climate index will rise again in the coming months," he said.

Members of the Canadian Auto Workers union have voted 82% in favour of a new four-year collective agreement with Ford.

The final count came in around 4 p.m. Sunday afternoon after 4,500 Ford employees were asked to vote on the proposal in ratification meetings taking place in Hamilton, Windsor and Brampton.

It?s the first victory in battles with the ?Big Three? automakers, the union said, with General Motors and Chrysler still trailing.

?I?m satisfied,? said CAW national president Ken Lewenza after the results were announced. ?To have over 80% of the membership support the bargaining committee and support our objectives, quite frankly, is inspiring. We still have lots of work to do.?

The new contract reached on Sept. 17 will create 635 new jobs in Canada over the term of the agreement. The Ford Oakville Assembly Complex will see a third shift in body, paint and pre-trim divisions resulting in 230 jobs, along with additional changes creating approximately 300 jobs.

At the Windsor plant, there are 35 more jobs expected to be created.

However, the deal reduces the pay and benefit for new hires ? something Lewenza noted was the best they could negotiate based on the current shaky economic climate. However, it is not a two-tiered wage system, which the union fought vehemently against.

New hires will start at a lower pay rate and it will take longer ? 10 years instead of six ? to reach the current top wage of $34 per hour. The new employees will also have a different pension plan combining some defined benefits with defined contributions.

Lewenza said there is an immediate signing bonus of $3,000 for employees who worked throughout 2012, followed by $2,000 for each of the three years after. Ford is also providing a cost of living bonus in the last quarter of the fourth year.

Ford called the deal a way of ?significant cost-savings? for the company.

?By becoming more competitive in our labour costs, we are better positioned to support the growth of the Canadian economy and to provide new job opportunities,? said Stacey Allerton, Ford?s lead negotiator.

?For every auto job in Canada, multiple supporting jobs are created, and both the company and our employees view that opportunity and responsibility very seriously.?

The CAW represents 21,500 members at Ford, Chrysler and GM.

Next up ? unionized GM employees are scheduled to vote on their contract Wednesday and Thursday, after the CAW reached an agreement with the automaker last Thursday. Talks with Chrysler are ongoing.

Part suppliers sometimes telegraph their customers' plans months in advance: when you're the only provider for a key piece of technology, it's not hard for others to read the tea leaves. Aptina might have just given us one such peek into the future by unveiling its 1-inch AR1011HS camera sensor this week. As the Nikon 1 series is one of the few current, mainstream camera lines to use Aptina's 1-inch sensors, it's quite possible that we're looking at a template for one or more of Nikon's tiny interchangeable-lens shooters. The 10-megapixel CMOS sensor and low-light sensitivity aren't surprises. We're more interested in the wild levels of video capture support -- the AR1011HS can record 1080p footage at 120 frames per second, oversample movies at that resolution or scale up to quad HD. There's no guarantee any or all of the features will make the cut, especially given a dearth of 4K TVs, but it's not hard to imagine Nikon playing to the 1's high-speed strengths with an even quicker upgrade. Mass production starts in the first quarter of 2013, and while neither Aptina nor Nikon has confirmed any plans, Aptina's emphasis on top-tier companies in the "performance-oriented" mirrorless camera world leaves few other choices for a partnership.

Italian police report 'Catch Me If You Can' ruse

ROME (AP) ? Italian police describe it as a real-life sequel to "Catch Me If You Can," the hit movie starring Leonardo DiCaprio in the true story about an ingenious con artist masquerading as a commercial airline pilot.

An unemployed 32-year-old Italian man was stopped at Turin's Caselle airport on suspicion he successfully used false IDs, a cap and uniform to convince a crew he was a pilot and let him fly for free inside the cockpit aboard a commercial flight from Munich, Germany, to Turin, Carabinieri paramilitary police said Saturday.

Police said two real pilots flew the Air Dolomiti plane on the flight in April. The man, who wasn't identified, didn't touch the controls while in the cockpit. Police caught up with the man at the Turin airport terminal Wednesday after tailing him for months and receiving a tip. On his Facebook profile, the man also falsely bragged he was a commercial pilot and claimed he was promoted to captain's rank while still young.

A police statement said the suspect was cited for suspicion of putting at risk the security of air transport and "usurping a title," and was allowed to stay free on his own recognizance while the investigation continues.

"On at least one occasion in 2012, pretending to be a pilot of a foreign commercial airline, and with a fake name, he succeeded in flying as the third pilot in the cockpit," the statement said.

When police caught up with him, the suspect was dressed in a pilot's uniform, but without any company logo on it, and was sipping coffee at a bar near the check-in area in the terminal and hadn't passed through security. A police spokesman, who declined to be identified, said it didn't appear that the man was planning on using the same ruse that day and that it wasn't known if he had pulled off the trick on any other flights.

Air Dolomiti is part of the German airline Lufthansa.

"We know the case," Lufthansa spokesman Christoph Meier said. He declined to give any details, but insisted that nobody, not even a staff pilot, would be able to fly aboard one of the carrier's planes without having a ticket, indicating that the Italian might have had a passenger ticket.

Italian police said the suspect, after they confronted him, led them to a garage, where officers found piles of neatly pressed white shirts with epaulets, black trousers and jackets, similar to pilots' uniforms, and fake IDs, which were seized by authorities.

In the 2002 movie, directed by Steven Spielberg, DiCaprio portrays a real-life character, a young man who successfully forges millions of dollars' worth of checks through various guises, including as a pilot for now defunct Pan American Airways. So skilled was he that he won the grudging admiration of the FBI which chased after him, and eventually the U.S. agency sought his help in nabbing other check forgers.

Microsoft issues security patches for Flash vulnerabilities in Windows 8 and Internet Explorer

As promised, Microsoft is issuing a security patch for a Flash vulnerability on Windows 8 in Internet Explorer 10. Though the operating system has yet to see its official public release, researchers testing the RTM version found a bug that could cause Flash to crash and allow for attackers to take control of a user's machine. Additionally, the company is rolling out an update to address a security hole in Internet Explorer versions 7 and 8 on Windows XP -- and IE 9 on Windows 7 and Windows Vista -- which left the door open for hackers to spread malware via a specially designed Flash animation. Both security patches are available via Microsoft's Windows Update service.

Dalton, McCrory pitch wildly different tax plans - Charlotte Observer

First of a series

A defining question in the governor?s race will affect the pocketbooks of every North Carolina resident: Who should pay taxes and how much?

Democrat Walter Dalton and Republican Pat McCrory are traveling the state touting wildly different tax plans as part of their pitch to revive the state?s economy and remedy the persistently high jobless rate.

Dalton offers modest tweaks to the tax code with a combination of incentives and tax breaks, while McCrory is pushing for a complete overhaul that could shift the state?s tax burden by billions of dollars.

?I think the tax issue has replaced education as the top issue, as it was during the Hunt, Easley, and, to a lesser extent, Perdue campaigns, because state races have become nationalized,? said David McLennan, a political science professor at William Peace University, referencing the last three governors. ?Since Ronald Reagan?s election in 1980, every winning presidential candidate is the one perceived to be the one most able to cut taxes. What we are seeing is McCrory tapping into that trend and the public?s sentiment that lower taxes benefit the economy.?

Dalton, the current lieutenant governor, wants to offer small businesses a break by exempting the first $25,000 in corporate taxable income for businesses making $100,000 or less and the first $15,000 for those making $200,000 or less.

His plan includes a $2,000 tax credit for businesses that hire long-term unemployed workers and supports the extension of a federal wind energy tax break.

?I think it goes a long way toward putting people back to work,? he said.

Another of Dalton?s proposals would restrict a $3,500 personal income tax cut crafted in 2011 by Republican state lawmakers to just small business owners. A last-minute change to the law removed a cap that would have limited the tax cut to businesses with less than $825,000 in revenue, extending the break to partners in law firms, medical practices, and lobbying firms.

The cap would generate an estimated $141 million in state revenue and more than pay for Dalton?s two tax breaks, which would cost roughly $30 million, according to his campaign.

McCrory: big changes

McCrory, the former Charlotte mayor, calls the state?s tax code antiquated and uncompetitive, hurting the state?s ability to recruit and retain businesses.

His proposal would reduce the state?s corporate and personal income tax rates to make them competitive with neighboring states and possibly eliminate them altogether ? two proposals also being considered by the Republican-led Legislature.

McCrory offers no specifics about how much he would cut the rates. But he said his tax revisions would be ?revenue neutral,? meaning that he would need to raise billions of dollars through new or existing taxes to maintain state spending levels ? a point he refused to acknowledge in a recent interview.

McCrory also declined to list any taxes he would consider increasing, nor would he identify spending he would cut. He did pledge not to raise taxes to generate additional revenue.

?What I plan to do is look at all revenue options that at least make our income tax competitive with our neighbors,? he said. ?I?m not going to come up with this plan by myself. ... My goal is to come up with a bipartisan plan because there are Republicans and Democrats that know we have to do something.?

The lack of detail makes the price tag for McCrory?s plan hard to determine.

The state?s current tax system relies on the personal income tax, which ranges from 6 percent to 7.75 percent depending on income level, to fund half the state?s $20 billion annual budget. The 4.75 percent sales tax accounts for the next largest chunk, $5.3 billion in revenue last fiscal year.

The state?s 6.9 percent corporate income tax brought in $860 million in revenue.

If McCrory reduced corporate and personal income taxes to the median flat rate of North Carolina?s neighboring states, the state would lose an estimated $2 billion in revenue a year, according to a News & Observer analysis confirmed by state fiscal researchers.

Eliminating them completely would cost about $11 billion, or more than half the state?s annual spending. The figures include the state?s estate tax, which McCrory also wants to eliminate; it brings in about $50 million a year.

With education and health care spending consuming 80 percent of the annual state budget, any tweaks in taxes could mean major cuts to those areas.

The only ideas McCrory offered to help pay for his plan included streamlining state spending and getting new revenue from natural gas and oil drilling, though he acknowledged it will take years to see that money.

?The first thing I am going to be looking at is expenditures,? he said, looking for ways to ?spend it more efficiently.?

In terms of taxes, McCrory points to Tennessee and Florida as models: two states without a personal income tax that rely on much higher sales taxes and other consumption taxes.

But the potential cost of his proposal appears to be influencing the way McCrory talks about his plan. In a recent interview, McCrory softened his language to downplay the likelihood of completely eliminating personal and corporate income taxes, favoring a reduction instead and suggesting any changes would be incremental.

A new tax code?

It?s not a new idea to completely revamp the state?s tax code, but previous efforts met political and budgetary roadblocks.

Democrats tout studies that rank the state?s system among the more progressive in the nation, meaning people with higher incomes pay a higher percentage of their income in taxes. Republicans highlight different reports that show the current tax code is harmful to business compared to other Southern states.

As part of their platforms, Dalton and McCrory propose a comprehensive review of all existing tax breaks and credits currently on the books. The state Department of Revenue has identified more than $9 billion in annual tax breaks; they range from popular and broad individual income tax exemptions to more targeted breaks for businesses and special interests.

Roby Sawyers, an N.C. State accounting professor who has studied the state?s tax system, said North Carolina needs to broaden its tax base because of its over-reliance on personal income tax, which provides plenty of money in good economic times but not enough in periods of decline.

At the same time, he said totally eliminating the personal income tax would likely lead to higher consumption taxes or new taxes on services. ?Totally getting rid of personal income tax policy is pretty dramatic,? Sawyers said. ?It?s hard to see where North Carolina would raise that additional revenue unless you really broaden the sales tax.?

It is possible to craft the changes to not hurt low-income people, he said, but ?certainly there are going to be winners and losers regardless.?

This possibility is raising the stakes in the governor?s race. The competing tax plans dominated the conversation last week on the campaign trail.

Without specifics, Dalton said McCrory?s plan amounts to ?platitudes ? it has no substance at all.? He said that McCrory will need to increase taxes dramatically to balance his proposal.

?He talks about the redistribution of taxes,? Dalton said in an interview. ?If you look at that plan, it really has to put more burden on the middle class, on working people, on our senior citizens.?

McCrory denies the assertion, saying he won?t increase sales taxes. McCrory says Dalton?s plan won?t do enough to improve the state?s business climate.

?I think we need a whole comprehensive approach that is more consistent and predictable, as opposed to piecemealing our tax code, which is what his proposals do,? McCrory said.

?Trying to survive?

Voter sentiment seems to support comprehensive changes to the system, or at least lower taxes.

Behind the counter at her novelty gift shop in downtown Cary, a voter-rich suburb of Raleigh, Lynn Rogers was quick to list the woes of a business owner in this economic climate. The empty parking lot and shelves full of local crafts and art told part of the story.

?I?m just trying to survive,? she said. ?The middle class and small business, those are the ones that get hit.?

Rogers said she wants to see lower taxes, if not more substantial measures such as government-backed grants, to help rescue hurting business owners. More than anything, she needs the candidates to offer specific plans.

?Spell it out,? she said. ?And if you are saying you are going to do it ? do it.?

Jacob Ziegler, 32, sat at a metal table outside Ashworth Drugs waiting for the bus he rides to work. A server at the local Chili?s restaurant, he said he hasn?t seen a paycheck in a year and a half, so he lives on tips. He makes $2.13 an hour, and after taxes on his tips are deducted there?s nothing left.

He said he doesn?t want to see sales taxes increase because it means customers eat out less and leave smaller tips. But at the same time, Zeigler?s mother works for the state prison system and any cuts to state government may affect her job. ?I?d like it (to) be a little better,? he said of his tax burden, ?but it is the way it is.?

At Kevin Jennings? Urban Food Group, which owns six restaurants and employs 250 people, a tax cut would help him expand to new territory. ?If you save us money, we?re going to pump it back into the economy because that?s our mentality right now,? the Raleigh businessman said. ?We?re in expansion mode.?

In his mind, taxes are a delicate balance. ?I don?t have a problem paying taxes up to a certain amount,? he said. ?But I would say taxes need to be reduced because government needs to spend less.?
