Pacific nations alarmed by tuna overfishing

MANILA, Philippines (AP) ? Pacific island nations and environmentalists raised an alarm Sunday over destructive fishing methods and overfishing that they say are threatening bigeye tuna ? the fish popular among sushi lovers worldwide.

Palau fisheries official Nanette Malsol, who leads a bloc of Pacific island nations, said at the start of a weeklong tuna fisheries conference in Manila that large countries should cut back on fishing, curb the use of destructive fishing methods and respect fishing bans to allow tuna stocks to be replenished in the Pacific, which produces more than 60 percent of the world's tuna catch.

The annual meeting of the Western and Central Pacific Fisheries Commission, which regulates commercial fishing in the vast expanse of waters from Indonesia to Hawaii, is to approve steps aimed at protecting the bigeye and other threatened tuna species, along with giant whale sharks. More than 600 delegates from about 40 Asian and Western countries, along with environmental activists, are attending.

Malsol said she expects heated debate. Proponents of the multibillion-dollar fishing industry have squared off with conservationists in the past over the best ways to protect the bigeye and other species without considerably setting back the lucrative business.

Bigeye and yellowfin tuna, which can grow to 8-9 feet (2.4-2.7 meters) long and weigh more than 450 pounds (200 kilograms), are not in immediate danger of being wiped out, but have been hit hard by overfishing. The fish are used mostly for steaks, and in the case of bigeye, sushi.

The fisheries business in the western and central Pacific region, estimated to be worth about $5 billion annually, has drawn increasing numbers of industrial fishing fleets, which have caused tuna stocks to fall since the 1960s.

"This week it's up to the big fishing nations to show the world what they are going to do to cut overfishing of bigeye tuna," Malsol said.

Repeated telephone calls and messages to industry officials seeking comment Sunday were not answered.

Many fleets are using so-called "fish aggregation devices" ? various types of floats which are used to lure vast numbers of tuna. When schools of tuna have massed under the devices, fishing vessels alerted by sensors approach and scoop up their catch with giant nets.

Between 47,000 and 105,000 fish aggregation devices, made from bamboo, palm fronds, plastic or old nets, have been deployed worldwide to attract a wide variety of marine life. The method is used to catch nearly half of the world's tuna and has contributed to the overfishing of bigeye tuna across the Pacific Ocean, according to the U.S.-based Pew Environment Group.

Aside from tuna, sea turtles, sharks and juvenile fish have often been caught and killed.

"The deployment of tens of thousands of drifting fish aggregating devices in the world's oceans with little to no oversight is extremely worrisome," said Amanda Nickson of the Pew Environment Group.

"The fishing industry is not currently required to account for its use of FADs. It is being allowed to gamble with the health of the ocean, and it is time for governments to require full accountability and management of this proliferating and risky fishing gear," Nickson said.

Conservation efforts, however, have been tough to implement and have sparked disagreements.

Greepeace activists said they will submit evidence to the fisheries commission detailing violations of regional tuna fishing rules by Southeast Asian countries including allowing fishing vessels to operate on the high seas without permits and required observers onboard.

A decision by the fisheries commission to exempt the Philippines from purse seine fishing ? an industrial technique in which a net is used to surround and capture schools of fish ? in a large swath of the Pacific has sparked complaints from other nations.

The exemption was given to discourage Philippine fleets from fishing in territorial waters off the country's eastern coast, which are known spawning grounds for tuna that later spread out to the Pacific.

Philippine Agriculture Secretary Proceso Alcala asked the fishing commission to extend the exemption, which he said started last October and would end in February next year.

(AP) ? Protesters opposed to new President Enrique Pena Nieto's rule clashed with tear gas-wielding police outside Mexico's Congress early Saturday just hours before he was to take the oath of office and return the country's old guard to power.

Pena Nieto already took over at midnight in a symbolic ceremony after campaigning as the new face of the Institutional Revolutionary Party, or PRI, repentant and reconstructed after being voted out of the presidency in 2000. The PRI ruled for 71 years with a mix of populist handouts, graft and rigged elections.

Hundreds of protesters banged on the tall steel security barriers around Congress, threw rocks, bottle rockets and firecrackers at police and yelled "Mexico without PRI!" Police responded by spraying tear gas from a truck to disperse the crowd and used fire extinguishers on flames from Molotov cocktails. The air was filled with smoke and shouts as officers, their faces streaming with tears from the gas, ordered the crowds to get back.

One officer was seen being taken for medical treatment for injuries to his face.

Pena Nieto has promised to govern democratically with transparency. But his first moves even before the inauguration showed a solid link to the past.

In announcing his Cabinet on Friday, he turned to the old guard as well as new technocrats to run his administration.

"I don't think there is any such thing as a 'new PRI,'" said Rodrigo Aguilera, the Mexico analyst for the Economist Intelligence Unit. "There is a new generation of PRI members, but they don't represent any fundamentally different outlook."

Pena Nieto assumed office in the early seconds of Saturday during a brief ceremony with outgoing President Felipe Calderon at Mexico's historic National Palace. He was to take the formal oath of office later in the day.

The swearing-in ceremony at Congress and then a speech at the National Palace were set to be low on pomp and high on security as Calderon made a smooth transition his goal. Six years ago, Calderon's security unit literally had to muscle him past blockades and protesters to get him into Congress so he could take the oath of office after a razor-thin, disputed victory over a leftist candidate.

Demonstrations were likely outside Congress this time as well and at the city's key monuments. But the country's main leftist party pledged not to swarm the podium this time, and it planned no mass protests like those that paralyzed central Mexico City six years ago.

Mexicans for the most part seemed more focused on the end-of-the-month pay day and Christmas shopping than the arrival of a new president. Divided and ambivalent, many people are wary of a return to the old days, but they're also weary of Calderon's National Action Party and the spike in violence during his six-year attack on organized crime, which has had a toll of 60,000 deaths by some estimates.

Government worker Antonio Vidal, 37, was confident his country wouldn't see much of the PRI of old.

"We've invested heavily in our democracy," he said. "It's very closely watched by civil society, so I don't think the PRI can return to their ways of fraud."

Alma Rosa Martinez, a 40-year-old real estate agent, said she had a very bad feeling.

"It took 70 years to kick them out of power," she said. "How long will it take to kick them out again?"

Pena Nieto has pledged to make economic growth and job creation the centerpiece of his administration, with campaign manager and long-time confidant Luis Videgaray the point person. Videgaray, a 44-year-old economist with a doctorate from the Massachusetts Institute of Technology, will lead the treasury department.

Miguel Angel Osorio Chong, a 48-year-old former state governor who is known as a political operator and deal maker, has been named secretary of the interior, a post that will play a key role in security matters.

A bill proposed by Pena Nieto would gather the police and security apparatus under the control of the Interior Department and create a new national anti-corruption commission. Those changes are expected to pass Congress next week.

Pena Nieto has also promised to push for reforms that could bring major new private investment into Petroleos Mexicanos, or Pemex, the crucial but struggling state-owned oil industry. Such changes that have been blocked for decades by nationalist suspicion of foreign meddling in the oil business.

DALLAS ? When you approach the new $185 million Perot Museum of Nature and Science, which opens here on Saturday, it is clear that you are not being led into a serene temple, where a harmonious cosmic order is going to be revealed. The building is alluring but unsettling. Is the museum?s 10-story concrete cube splitting apart or being pieced together? Is it being held intact by an enormous brace ? a transparent protrusion on the cube?s side containing a 54-foot-long escalator ? or is that a destabilizing gash that pierces the building?s body?

And does that cube seem to rest on an undulating acre of raised landscape planted with native Texas grasses because it is at home in that pastoral setting, or is the whole thing a map of eruption and cataclysm?

As seen from above, that rooflike plinth seems to ripple with promise, yet, from below, it can seem strewed with the sedimentary wreckage of the local skyline. The building is solemn with its robust abstractions and playful with its curves and striations. The architect Thom Mayne and his firm Morphosis Architects have created a structure that seems to be a manifestation of unseen forces, perhaps even reflecting processes not yet fully understood.

The effect isn?t false advertising, for within the museum?s 180,000 square feet of space and 11 exhibition halls (including a children?s museum), the visitor is led through a cosmos that can itself be dizzying: miniature worlds of systems and interactions; invocations of things known and half known; sensations, simulations and reflections; accounts of dissolution and evolution. It is a survey of the scientific universe, with galleries about space, fossils, birds, geology, weather, ecology, health, engineering and other fields.

You can stand inside a tent made of high-resolution video screens to tour the planets and then walk through a history of cosmology. You can trace the fossil record of a once-underwater Texas ecology and notice the prevalence of amateur fossil hunters in local paleontology. You can wear 3-D glasses while looking at a video of a mountainous scene, and glide through it as a virtual bird, by tilting your arms. You can alter the winds blowing across a virtual ocean?s surface or see how volcanoes accumulate along the boundaries of colliding tectonic plates.

One display shows the imposing drill bits used to extract oil from the earth, and you can find one of the few explanations in any science museum of how hydraulic fracturing, or fracking, works (along with a rumbling special-effects video ride, supposedly drilling into Texas?s untapped shale).

There are exquisite mineral crystals here, including a 1.5-ton geode whose halves you can manipulate with a wheel. There are slices of human cadavers mounted in glass; sensors that allow you to launch table-tennis balls with brain signals; simple robots that can be programmed to maneuver through a maze; a MIDI playpen of musical sounds and possibilities; and a 55-foot-long ?running wall? ? you can race alongside moving images of a full-size cheetah, a Tyrannosaurus rex or contemporary athletes.

This is not science approached through calm reflection or detached reverence. It is not the science of the traditional natural history museum, with its origins in the 19th century. It is the science of the ?science center,? our era?s answer to earlier genres.

The center?s stage is typically immense, its claimed territory boundless, its age range universal. The center?s buildings are increasingly used as a demonstration of environmental principles (here that includes the capturing of rainwater and other sustainable practices). And its variety can be overwhelming.

That is part of the lure, for large audiences must be served. Science centers are meant to overwhelm, although, at their worst, the sensation of amazement comes more from the spectacle than from the subjects.

The Perot suffers from some of the genre?s flaws, particularly in the scale of its ambitions. Years of school curriculums are built into these displays, and entire lectures can grow out of a single label. It is difficult to absorb fully the history of cosmological exploration in a series of panels. Brief videos about particular scientists are meant to inspire aspirants, but few personalities are that intriguing, and most of them will probably remain unwatched.

And you can often feel spun about from the displays? short attention spans. Twenty-five rock specimens map out Texas?s geology; the genetic foundations of evolution whiz by.

But the museum?s impact is considerable. The interest in design and spectacle is here, of course; in fact, the museum uses three exhibition design sources: Amaze Design, Paul Bernhard Exhibit Design and the Science Museum of Minnesota. But the cumulative effect comes not from the individual displays but from the museum?s overall spirit. You get a sense of the world as something immense, provocatively puzzling and worth exploring more closely. Even the benches here are meant to spur thought.

Well, it finally happened: On Thursday night's "30 Rock," Liz Lemon (Tina Fey) and her main squeeze, Criss Chross (James Marsden) tied the knot.

Naturally, it was not ... traditional. Lemon's wedding "save the date" sent out earlier this year guaranteed it wouldn't be, noting that the bride would present herself to be married "but not in a creepy way that perpetuates the idea that brides are virgins and women are property."

Instead, in the episode titled "Mazel Tov, Dummies!" Liz and Criss decide to get married after bumping into her ex Dennis (Dean Winters), so Lemon showed up at City Hall wearing a hoodie, to prove it wasn't a big deal. But to Criss it was, so she raced home to find something, anything, white in her closet -- and naturally the "Star Wars" nerdfan came up with her Princess Leia costume (complete with hair buns). (Maybe her "$4,000 ham napkin" from season two was still boosting up a desk somewhere.)

Criss located a grill (for the teeth, see top photo) and a knuckle ring at a City Hall police auction, and they were good to go!

And then Tony Bennett showed up to sing. What could have been more perfect -- and full of more Lemony goodness?
