Opposition leader sentenced to 8 years in Rwanda

KIGALI, Rwanda (AP) ? A Rwandan court sentenced the country's top opposition political leader to eight years in prison on Tuesday for treason and on a charge unique to this central African nation torn apart by vicious ethnic attacks 18 years ago ? genocide ideology.

The opposition leader, Victoire Ingabire, returned to Rwanda in 2010 after living abroad for 16 years and quickly visited the country's genocide memorial, where she asked why Hutus killed in the violence were not recognized like the minority Tutsis were.

More than 500,000 Rwandans, mostly ethnic Tutsis and moderate Hutus, were killed in Rwanda's 1994 genocide. In the wake of that violence, the government set out to de-emphasize ethnicity. Many in the country now identify simply as a Rwandan, not a Hutu or Tutsi.

The government accused Ingabire ? who has had contacts with the FDLR, a group of Hutu fighters in Congo ? of trying to raise an armed group, a charge Ingabire denied. The court on Tuesday acquitted her on charges of promoting ethnic division and genocide ideology.

Ingabire's lawyer, Iain Edwards, said Ingabire will appeal the court's ruling.

"That's the problem I have with this government. If you talk about ethnicity, they say you are a divisionist," Ingabire said in a 2010 interview with The Associated Press after she was put under house arrest. "I think the better solution is you talk about it and find a solution."

The government's chief prosecutor, Martin Ngoga, responded that Ingabire's statements were not simply a free-speech issue because she could incite Rwanda "to once more explode" as it did in 1994.

President Paul Kagame has been lauded by the international community for leading Rwanda through nearly two decades of peace, for advancing women's rights and for leading the country through strong economic growth. But the court's sentence reinforces the view by political analysts that opponents of Kagame have little space to operate in post-genocide Rwanda.

Though Rwanda appears serene on the surface, Ingabire's political party ? FDU-Inkingi ? calls Kagame a dictator. The party urged Rwandans to remain calm and "to get ready for the day to march until freedom is won."

"This is a conclusion of a long chapter of hope that the current dictatorship would understand how important peace, genuine unity and sustainable reconciliation are," a statement from a party leader Boniface Twagirimana said.

Judge Alice Rulisa, speaking for a three-judge High Court panel, said Ingabire was given a lighter sentence because she had written a letter to Kagame asking for leniency. Edwards, the lawyer, said Ingabire admitted to no crimes in the letter.

The design of both the Nexus 4 and the Galaxy S3 is very similar, but let's start with the S3. The S3 is super-thin and extremely light. It is really all display in a single unibody and not much bezel. It's colorful and almost cartoonish in nature

The Samsung Galaxy S3, on the other hand, is powered by the Exynos 4212 quad-core CPU, clocked to 1.4GHz. Its Mali-400MP GPU offers superb gaming performance and the device rocks 1GB RAM. It's without a doubt a beast.

Like the Nexus 4, the Galaxy S3 also features 8GB and 16GB variants, but also offers 32GB, and 64GB versions. The S3 also sports a micro SD slot, which supports cards up to 64GB capacity.

Winner ? Samsung Galaxy S3, hands down! The availability of the micro SD card slot gives the S3 a slight advantage.

Screen

The LG Nexus 4 features a larger 4.7-inch HD ISP display which is extremely bright. In terms of brightness it blows away the display on the S3.

From what we can tell, the new screen also has better colors than the Super AMOLED HD display found on the Galaxy and photos just look better. Overall, the Nexus 4 display is a real winner, sorry Samsung.

Software

The LG Nexus 4 is powered by Android 4.2 Jelly, Google's all- new Android OS. Similar to Android 4.1, the new OS offers new quick setting access, a new version of Google Now, and a better camera app.

The S3 only runs Android 4.0, which is almost a year old right now. In comparison to Android 4.2, it is light years behind. The newest version of Android will win almost every single time.

Sandy strengthens as nears coast; Wall Street shut

NEW YORK (Reuters) - Hurricane Sandy, the monster storm bearing down on the East Coast, strengthened on Monday after hundreds of thousands moved to higher ground, public transport shut down and the stock market suffered its first weather-related closure in 27 years.

About 50 million people from the Mid-Atlantic to Canada were in the path of the nearly 1,000-mile-wide (1,600-km-wide) storm, which forecasters said could be the largest to hit the mainland in U.S. history. It was expected to topple trees, damage buildings, cause power outages and trigger heavy flooding.

The U.S. National Hurricane Center (NHC) said on Monday the Category 1 storm had strengthened as it turned toward the coast and was moving at 15 mph. It was expected to bring a "life-threatening storm surge", coastal hurricane winds and heavy snow in the Appalachian Mountains, the NHC said.

Nine U.S. states have declared states of emergency and President Barack Obama has warned the nation to brace itself.

"This is a serious and big storm," Obama said after a briefing at the federal government's storm response center in Washington. "We don't yet know where it's going to hit, where we're going to see the biggest impacts.

Sandy killed 66 people in the Caribbean before pounding U.S. coastal areas with rain and triggering snow falls at higher elevations.

Forecasting services indicated early Monday the storm would strike the New Jersey shore near Atlantic City on Monday night. While Sandy does not yet pack the punch of Hurricane Katrina, which devastated New Orleans in 2005, it could become more potent as it approaches the U.S. coast.

Winds increased to a maximum of 85 mph, the NHC said in its 5 a.m. (1100 GMT) report, up from 75 mph three hours earlier. It said tropical Storm force winds reached as far as 485 from the center.

New York and other cities and towns closed their transit systems and schools and ordered mass evacuations from low-lying areas ahead of a storm surge that could reach as high as 11 feet.

All U.S. stock markets will be closed on Monday and possibly Tuesday, the operator of the New York Stock Exchange said late on Sunday, reversing an earlier plan that would have kept electronic trading going on Monday.

Sandy forced President Obama and Republican challenger Mitt Romney to cancel some campaign stops and fueled concern it could disrupt early voting - encouraged by the candidates this year more than ever - before the November 6 election.

The United Nations, Broadway theaters, New Jersey casinos, schools up and down the Eastern Seaboard, and myriad corporate events were also being shut down.

'DON'T BE STUPID'

Officials ordered people in coastal towns and low-lying areas to evacuate, often telling them they would put emergency workers' lives at risk if they stayed.

"Don't be stupid, get out, and go to higher, safer ground," New Jersey Governor Chris Christie told a news conference.

Forecasters said Sandy was a rare, hybrid "super storm" created by an Arctic jet stream wrapping itself around a tropical storm, possibly causing up to 12 inches of rain in some areas, as well as up to 3 feet of snowfall in the Appalachian Mountains from West Virginia to Kentucky.

At 5 a.m. (1100 GMT), the NHC said Sandy was centered about 385 miles south southeast of New York City, about 40 miles closer than was reported three hours earlier.

Worried residents in the hurricane's path packed stores, searching for generators, flashlights, batteries, food and other supplies in anticipation of power outages. Nearly 284,000 residential properties valued at $88 billion are at risk for damage, risk analysts at CoreLogic said.

Transportation systems shut down in anticipation. Airlines canceled flights, bridges and tunnels closed, and national passenger rail operator Amtrak suspended nearly all service on the East Coast. The U.S. government told non-emergency workers in Washington D.C. to stay home.

Utilities from the Carolinas to Maine reported late Sunday that a combined 14,000 customers were already without power.

The second-largest oil refinery on the East Coast, Phillips 66's 238,000 barrel per day (bpd) Bayway plant in Linden, New Jersey, was shutting down and three other plants cut output as the storm affected operations at two-thirds of the region's plants.

Oil prices slipped on Monday, with Brent near $109 a barrel. "With refineries cutting runs, we're likely to see a build-up in crude stocks which could be driving bearish prices at the moment," said Michael Creed, an economist at National Australia Bank in Melbourne.

New York City Mayor Michael Bloomberg ordered the evacuation of some 375,000 people from low-lying areas of the city, from upscale parts of lower Manhattan to waterfront housing projects in the outer boroughs.

The U.S. Coast Guard responded to a distress call from HMS Bounty, a tall ship with 17 people aboard approximately 90 miles southeast of Hatteras, North Carolina. A replica built for the 1962 movie version of "Mutiny on the Bounty," the three-mast, 180-foot (55-metre) vessel was believed to be taking on water and was without propulsion, the Coast Guard said.

"We are talking with the crew and the owner about search and rescue possibilities," Petty Officer David Weydert said.

While Sandy's 85 mph winds were not overwhelming for a hurricane, its exceptional size means the winds will last as long as two days.

"This is not a typical storm," said Pennsylvania Governor Tom Corbett. "It could very well be historic in nature and in scope."

Massive storm wreaks havoc on presidential race

CELINA, Ohio (AP) ? Republican presidential candidate Mitt Romney and President Barack Obama frantically sought to close the deal with voters with precious few days left in an incredibly close race as this year's October surprise ? an unprecedented storm menacing the East Coast ? wreaked havoc on their best-laid plans.

Ever mindful of his narrow path to the requisite 270 electoral votes, Romney looked to expand his map, weighing an intensified effort in traditionally left-leaning Minnesota. Obama sought to defend historically Democratic turf as the race tightened heading into the final week.

Wary of being seen as putting their political pursuits ahead of public safety, the two White House hopefuls reshuffled their campaign plans as the storm approached. Both candidates were loath to forfeit face time with voters in battleground states like Virginia that are likely to be afflicted when Hurricane Sandy, a winter storm and a cold front collide to form a freak hybrid storm.

"The storm will throw havoc into the race," said Sen. Mark Warner, D-Va.

Obama, preparing to depart for Florida Sunday, a day early to beat the storm, got an update from disaster relief officials before speaking by phone to affected governors and mayors.

"Anything they need, we will be there," Obama said. "And we are going to cut through red tape. We are not going to get bogged down with a lot of rules. We want to make sure that we are anticipating and leaning forward."

An opportunity for Obama to demonstrate steady leadership in the face of crisis was offset by the risk that the federal government, as in past emergencies, could be faulted for an ineffective response, with the president left to take the fall.

Obama canceled campaign stops Monday in Virginia and Tuesday in Colorado to monitor the storm but planned to go forward with other events Monday in Florida and Ohio, with former President Bill Clinton at his side. He planned to return to Ohio on Wednesday with stops in Cincinnati and Akron, followed by a Thursday swing through Springfield, Ohio, Boulder, Colo., and Las Vegas.

Romney nixed three stops in up-for-grabs Virginia on Sunday, opting instead to campaign with running mate Paul Ryan in Ohio before heading Monday to Wisconsin, where Romney has chipped away at Obama's lead.

"I know that right now some people in the country are a little nervous about a storm about to hit the coast, and our thoughts and prayers are with people who will find themselves in harm's way," Romney told several hundred supporters crowded into a field house at the University of Findlay, the second of three Sunday rallies.

Romney's campaign confirmed Sunday that he would not travel to New Hampshire on Tuesday as planned. The campaign already canceled a Monday event in New Hampshire featuring Romney's wife, Ann. Advisers say further travel changes are likely as they monitor the storm's progress.

Vice President Joe Biden canceled a Monday event in New Hampshire. "The last thing the president and I want to do is get in the way of anything. The most important thing is health and safety," Biden said.

Ryan planned to keep his campaign schedule. On Monday he is leaving Ohio at midday for three stops in Florida. His Tuesday schedule has Ryan going to Virginia, and aides said nothing had yet changed.

The prospect that bad weather could hinder early voting and get-out-the-vote efforts is vexing to both Obama and Romney.

"Obviously, we want unfettered access to the polls, because we think the more people that come out, the better we're going to do," said David Axelrod, a top adviser to Obama's campaign. "To the extent that it makes it harder, that's a source of concern."

In Virginia, one of the most competitive states in the race, election officials eased absentee voting requirements for those affected by the storm.

"The state board of elections is already planning for extended hours in advance for absentee voting, and it's now a priority, moved up to the same level as hospitals and police stations to have power restored," said Gov. Bob McDonnell, a top Romney ally.

Getting voters to the polls ? whether early or on Election Day ? is one of the few elements of the race still in the candidates' control. Although Romney and Obama are in a close contest for the popular vote, the president continues to have the upper hand in the most contested states.

Reince Priebus, the GOP chairman, pointed to recent gains for Romney that have lifted him to a virtual tie in most national polls. "The challenger always wins in a tie race," he said.

With time running out, both campaigns appeared to be fine-tuning their map of the states where they're campaigning the hardest.

A senior Republican official, speaking on the condition of anonymity to disclose private deliberations, said Sunday that the Romney team was seriously discussing sending Romney, Ryan or both to Minnesota during the final week. The state hasn't gone Republican in the presidential race since 1972, but recent polling shows a tighter race there than most anticipated.

In a flashback to the 2008 race, Obama's campaign announced that Biden will campaign Thursday in Pennsylvania, reprising a visit to his hometown of Scranton that he made during the final week four years ago. Pennsylvania, too, has been Democratic territory in recent years, but Romney has continued to contest the state with an advertising assist from the Republican Party.

Axelrod, Priebus and McDonnell spoke on CNN's "State of the Union." Warner spoke on "Fox News Sunday."

What exactly is fishing? I suppose it may be a sporting activity, a way to earn a living, although I am more of a mind to deem it to be a hobby as it is the ideal antidote for fighting any amount of stress.

Fish is an important food item which we cannot do without and we can always rely on working fishermen to keep the stocks plentiful. On the other hand, fishing is also a leisure interest and is one of the most popular hobbies.

The hobby of fishing continues to grow and there?s more money spent on it than arguably any other on account of the cost of buying a licence, fishing tackle, bait, clothes and transport etc. Often creating your own, obtaining second hand or borrowing it allows us to keep the costs down to a minimum.

Why is fishing a popular hobby? Just because it?s an excellent means of relieving stress and tension. It also helps anxious teenagers to adjust their way of thinking and form more constructive qualities, attitudes and activities.

You can find lots of family crafts and hobbies that could be taken on and enjoyed by one and all, this includes fishing.

Children in particular are keen to find out how to use bait in order to catch themselves a fish. Actually using and trying out each and every item of fishing gear in conjunction with a camping holiday may make them feel like characters in a Mark Twain novel.

It is necessary that we all realise the true worth of fishing as a recreational hobby, specially as it is just one of a few hobbies for men and women that they can both participate in and enjoy.

People of all ages enjoy fishing with their families or to take up many more family crafts and hobbies in order to alleviate the anxiety or boredom which lifestyles of today might bring about.

Fishing helps you to take in and enjoy all the benefits and beauties given to us by nature, such as rivers and riverbanks, birds and other animals. Fishing is a much preferred way to relax and take in the air.

Family together time has fallen considerably in recent years and for that matter so has the time spent interacting with the kids so any time set aside for family crafts and hobbies should help to restore a happy family environment.

Although there are many hobbies for men and women that you could do, chances are you can include the kids or your best friends in these pursuits too; it would be time well spent.

Catching the fish is the best feeling, regardless of if you catch them to cook and eat or just for the pleasure in catching them and releasing them again. The time we spend connecting with friends and family is well worth making the effort.

A great time can be had by all if you invest your leisure time wisely in family crafts and hobbies. The fun and learning experiences you acquire from such hobbies, like fishing, can make them family activities which will never be forgotten.

Fortunately, this has turned out not to be another fish story. However, if fishing as a hobby doesn?t float your boat then hopefully it will now motivate you to consider books on hobbies for men and women and the children too, to help find one that does.

WASHINGTON (AP) ? Racial attitudes have not improved in the four years since the United States elected its first black president, an Associated Press poll finds, as a slight majority of Americans now express prejudice toward blacks whether they recognize those feelings or not.

Those views could cost President Barack Obama votes as he tries for re-election, the survey found, though the effects are mitigated by some Americans' more favorable views of blacks.

Racial prejudice has increased slightly since 2008 whether those feelings were measured using questions that explicitly asked respondents about racist attitudes, or through an experimental test that measured implicit views toward race without asking questions about that topic directly.

In all, 51 percent of Americans now express explicit anti-black attitudes, compared with 48 percent in a similar 2008 survey. When measured by an implicit racial attitudes test, the number of Americans with anti-black sentiments jumped to 56 percent, up from 49 percent during the last presidential election. In both tests, the share of Americans expressing pro-black attitudes fell.

"As much as we'd hope the impact of race would decline over time ... it appears the impact of anti-black sentiment on voting is about the same as it was four years ago," said Jon Krosnick, a Stanford University professor who worked with AP to develop the survey.

Most Americans expressed anti-Hispanic sentiments, too. In an AP survey done in 2011, 52 percent of non-Hispanic whites expressed anti-Hispanic attitudes. That figure rose to 57 percent in the implicit test. The survey on Hispanics had no past data for comparison.

The AP surveys were conducted with researchers from Stanford University, the University of Michigan and NORC at the University of Chicago.

Experts on race said they were not surprised by the findings.

"We have this false idea that there is uniformity in progress and that things change in one big step. That is not the way history has worked," said Jelani Cobb, professor of history and director of the Institute for African-American Studies at the University of Connecticut. "When we've seen progress, we've also seen backlash."

Obama himself has tread cautiously on the subject of race, but many African-Americans have talked openly about perceived antagonism toward them since Obama took office. As evidence, they point to events involving police brutality or cite bumper stickers, cartoons and protest posters that mock the president as a lion or a monkey, or lynch him in effigy.

"Part of it is growing polarization within American society," said Fredrick Harris, director of the Institute for Research in African-American Studies at Columbia University. "The last Democrat in the White House said we had to have a national discussion about race. There's been total silence around issues of race with this president. But, as you see, whether there is silence, or an elevation of the discussion of race, you still have polarization. It will take more generations, I suspect, before we eliminate these deep feelings."

Overall, the survey found that by virtue of racial prejudice, Obama could lose 5 percentage points off his share of the popular vote in his Nov. 6 contest against Republican challenger Mitt Romney. However, Obama also stands to benefit from a 3 percentage point gain due to pro-black sentiment, researchers said. Overall, that means an estimated net loss of 2 percentage points due to anti-black attitudes.

The poll finds that racial prejudice is not limited to one group of partisans. Although Republicans were more likely than Democrats to express racial prejudice in the questions measuring explicit racism (79 percent among Republicans compared with 32 percent among Democrats), the implicit test found little difference between the two parties. That test showed a majority of both Democrats and Republicans held anti-black feelings (55 percent of Democrats and 64 percent of Republicans), as did about half of political independents (49 percent).

Obama faced a similar situation in 2008, the survey then found.

The Associated Press developed the surveys to measure sensitive racial views in several ways and repeated those studies several times between 2008 and 2012.

The explicit racism measures asked respondents whether they agreed or disagreed with a series of statements about black and Hispanic people. In addition, the surveys asked how well respondents thought certain words, such as "friendly," ''hardworking," ''violent" and "lazy," described blacks, whites and Hispanics.

The same respondents were also administered a survey designed to measure implicit racism, in which a photo of a black, Hispanic or white male flashed on the screen before a neutral image of a Chinese character. The respondents were then asked to rate their feelings toward the Chinese character. Previous research has shown that people transfer their feelings about the photo onto the character, allowing researchers to measure racist feelings even if a respondent does not acknowledge them.

Results from those questions were analyzed with poll takers' ages, partisan beliefs, views on Obama and Romney and other factors, which allowed researchers to predict the likelihood that people would vote for either Obama or Romney. Those models were then used to estimate the net impact of each factor on the candidates' support.

All the surveys were conducted online. Other research has shown that poll takers are more likely to share unpopular attitudes when they are filling out a survey using a computer rather than speaking with an interviewer. Respondents were randomly selected from a nationally representative panel maintained by GfK Custom Research.

Overall results from each survey have a margin of sampling error of approximately plus or minus 4 percentage points. The most recent poll, measuring anti-black views, was conducted Aug. 30 to Sept. 11.

Andra Gillespie, an Emory University political scientist who studies race-neutrality among black politicians, contrasted the situation to that faced by the first black mayors elected in major U.S. cities, the closest parallel to Obama's first-black situation. Those mayors, she said, typically won about 20 percent of the white vote in their first races, but when seeking reelection they enjoyed greater white support presumably because "the whites who stayed in the cities ... became more comfortable with a black executive."

"President Obama's election clearly didn't change those who appear to be sort of hard-wired folks with racial resentment," she said.

Negative racial attitudes can manifest in policy, noted Alan Jenkins, an assistant solicitor general during the Clinton administration and now executive director of the Opportunity Agenda think tank.

"That has very real circumstances in the way people are treated by police, the way kids are treated by teachers, the way home seekers are treated by landlords and real estate agents," Jenkins said.

Hakeem Jeffries, a New York state assemblyman and candidate for a congressional seat being vacated by a fellow black Democrat, called it troubling that more progress on racial attitudes had not been made. Jeffries has fought a New York City police program of "stop and frisk" that has affected mostly blacks and Latinos but which supporters contend is not racially focused.

"I do remain cautiously optimistic that the future of America bends toward the side of increased racial tolerance," Jeffries said. "We've come a long way, but clearly these results demonstrate there's a long way to go."
